College Loans - Refinance??

I have college loans that are currently being paid to the Federal Government through wage garnishment (I used to pay Allied Interstate and ran into problems paying). Now the government takes from my pay - not proud of this, but life happens. I now want to try to refinance or pay without it being garnished as I have been paying this way for over a year now. I was told by Federal Loan program to contact Allied Interstate to set up a payment plan. After reading on this site and my previous esperience with Allied Interstate, I am afraid to contact them. Do I have any other options for these loans?
